rule set

  • No points, no advantages. Sub only, and if it gets down to it, the refs decide, so don’t let it get down to it.

We are adding Minor and Major penalties to keep the peace. Get one and you get put into a bad (side control) or worse (back taken or mounted) position. (Section 4)

Slamming is a thing that people need to be aware of and defend from, but at this level, it can easily cause injury, so we are adding innovative incentives to not put yourself into a position to be slammed. (Section 5)

Oh yeah, and heel hooks in the GI (purple and up).

    SPECIFIC SUBMISSION RULE SET BELOW.

  • 1.1 ) Long hair should be controlled/tied up in an appropriate manner as to get in the way as minimally as possible

1.2 ) Fingernails and toenails shall be trimmed, short, and clean.

1.3) No makeup or hair dye that can stain opponents GI or the mat surface

1.4) Skin lesions/abrasions/open wounds etc will be directed to the medical staff on site who have the say whether the competitor can compete or not.

1.5) Brush your teeth/use mouthwash/take a shower before the event. Don’t be that person.

  • 2.1) GI’s won’t be checked, but we reserve the right to penalize and/or DQ you if your uniform is extremely ill-fitting or judged inappropriate. Too long, too short, too many patches, rips, tears, holes, dirty, smelly, etc. Compete in whatever colors you want.

2.2) Rashguards are recommended but not required under the Gi. Must be athletic material and form-fitting (IE no baggy cotton T-shirts). Spats may be worn under the pants but are not required. Underwear of some kind IS required.

2.3) No jewelry or piercings of any kind will be worn while competing.

2.4) Soft knee and elbow braces may be worn under the Gi. No metal or hard parts are allowed. No hard athletic cups. Wrestling style ear protection is allowed provided it has no hard parts that can injure an opponent or interfere with incoming submissions. No foot-ware or ankle braces.

  • 3.1) Official weigh-ins will be done when you check into the venue. Please be 30-60 minutes early from your scheduled start time to allow for a smooth and timely tournament.

3.2) Weigh-ins for GI matches may be done WITHOUT the Gi on

3.3) There will be a 1 pound allowance.

3.4) At 1-2 pounds over, the competitor will start each match with a Minor penalty, but will still be allowed to compete.

3.5) at 2-4 pounds over, the competitor will start each match with a Major penalty, but will still be allowed to compete.

3.6) 4+ pounds over is a DQ from that division. If feasible, and at the staff’s discretion, the competitor may be moved into a higher weight bracket. Do not count on this.

  • 4.1) Penalties will be applied as needed as either a Minor or a Major penalty. Verbal warnings should be given at the discretion of the referee before applying a penalty on subsequent offenses.

4.2) Minor Penalty - the match is paused, and the penalized competitor is placed in bottom open guard, full guard, half guard, or side control. Position picked by the non-penalized competitor.

If the penalized competitor is already in bottom side control (or worse) when the penalty is applied, the match will continue without pause until the penalized competitor reverses or escapes the position (and maintains the new position for 3 seconds). The match will then be paused, and the penalized competitor will be placed back into one of the above positions of their opponent’s choosing. This does not protect the non-penalized competitor from submission, they must escape any submission attempts before the reset applies.

4.3) Major Penalty - the match is paused, and the penalized competitor placed in neon belly, mounted, or back taken w/seat belt & hooks in. Position picked by a non-penalized competitor.

If the penalized competitor is already mounted or has their back taken when a major penalty is applied, the match will continue without pause until the penalized competitor escapes the bottom position or establishes an effective guard (and maintains for 3 seconds). The match will then be paused and the penalized competitor will be placed back into a mounted, neon belly, or back taken a position at the decision of the other competitor. This does not protect the non-penalized competitor from submission, they must escape any submission attempts before the reset applies.

    4.4) Simultaneous Penalties -

Minor Penalties will cancel out and the match will continue either from standing or from the previous position, whichever makes more sense as determined by the referee

Major & Minor Penalty - The Minor penalty will be canceled out, and the major downgraded to a minor.

    4.5) Examples of Minor Penalties

    Illegal grips in pants/cuffs

Intentionally going out of bounds to reset

Being put in, or putting yourself in a position to be slammed

    Unsportsmanlike conduct (ref’s discretion)

Don’t make weight (1-2 lbs over)

Attempting or executing an illegal technique/submission

    4.6) Examples of Major Penalties

    Actually slamming your opponent

    Unsportsmanlike conduct (ref’s discretion)

Don't make weight (2-4 lbs over)

Attempting or executing an illegal technique/submission

  • The spirit of the rule is to incentivize keeping yourself safe from slams (ie not poorly jumping guard, not holding onto a triangle when they pick you up, etc), while still ‘allowing’ them as a threat in the game and keeping everyone safe.

5.1) If a competitor is put in, or places themselves in a position where the referee deems they could be forcefully and potentially injuriously slammed, the match will immediately be paused by the referee. The potentially ‘slammed’ competitor will then be given a minor penalty (see 4.2). Match resumes. This action should be taken into account in favor of the ‘slammer’ if the referees need to determine the winner of the match (IE no submission in the time limit).

5.2) If a slam actually occurs, it is at the referee’s discretion to end the match via DQ to the ‘slammer’, or if less egregious or by accident (and no injury), place the ‘slammer’ into either minor or major penalty position, have no call at all, or even to apply a penalty to the ‘slammed’ competitor (if the ref determines they were trying to ‘draw’ the penalty). At the referee’s discretion.

This means that if you can safely put your opponent into a position to slam them, do it! But don’t actually slam them! The ref will stop the match and you will be rewarded with top side control!

Examples where this rule comes into effect:

Both standing, back take to backpack. Back slam.

Jumping guard, then chest to chest. front slam.

Standing up while in a triangle, front slam.

stand up in full guard, guard player sits up chest to chest. Front slam.

5.3) Throws do not constitute slams.

  • 6.1) Adult rounds will be 5 minutes

6.2) Teen rounds will be 4 minutes

6.1) Kids rounds will be 3 minutes

    Item description

  • 7.1) Neon Belly events are submission only, but in the event of no submission in a round, the winner will be determined by the referee(s). The referees should take into account penalties, threatening submission attempts, and general match dominance to determine a winner.

    7.2) Bracket Points:

Winning a match by submission in less than 2 minutes grants 4 bracket points

Winning a match by submission in 2 minutes or more grants 3.

Winning a match by decision grants 2.

    Losing by decision grants 1.

Losing by submission or DQ grants 0.

Winning by opponent being DQed grants 2-4 points, at the referee’s discretion as determined by the situation.

7.3) Once all matches in a pool are completed, the top competitor as determined by bracket points will advance to the next round, or if there is only one pool in this division, the top 3 competitors will podium.

  • 8.1) Neon Belly events are pre-registered events. Registration will close 2 days prior to the event at midnight.

8.2) In the event that a bracket is not full, or a competitor drops out/no-shows before the bracket has started, new registrations may be taken at the discretion of the staff on the day of the event. Do not count on this to get into the event.

8.3) Registration is not considered complete and your spot is not reserved until full payment is accepted.

  • 9.1) Competitors will be grouped in pools of up to 6 based on the belt, weight, age, and sex, giving the opportunity for up to 4 preliminary matches each.

For brackets of 6 or more, it will not be a true round-robin. each competitor will have 4 matches in the pool, meaning you won’t face everyone in your pool.

For pools of 5 and below, it will be a true round-robin format. Everyone faces everyone once.

9.2) If there are multiple pools within the same division, the winner of each pool (as determined by bracket points) will compete in a single-elimination playoff format to determine the overall winner.

9.3) Ties will be determined by #wins by submission > Head to Head > Shortest cumulative time in won matches > sum of penalties in winning matches

  • 10.1) Allowable for All: Straight arm lock, GI chokes, Shoulder Locks, Rear Naked Choke, Arm Triangle, Guillotine (on the ground), Ezequiel Choke, Omoplata, Leg Triangles

10.2) HEEL HOOKS in the GI: At purple belt and above, heel hooks may be allowed as determined on a match by match basis. At the beginning of each match, both competitors will indicate if they agree to allow heel hooks in that specific match. Heel hooks will be allowed only if both competitors agree. A green/red indicator on the scoring table will indicate if they are allowed (green) or not allowed (red).

If No decision was made, the default decision will be that heel hooks are not allowed.
